That area is definitely a bit insulated. Gets pretty weird as you move into Union Square, Tenderloin, SoMa, and Mission. I stay at the Hilton in Union
Square quite a bit for work - not my top choice, and I wouldn't go wandering alone after a night of drinking, but there's always a decent amount of foot traffic with all the cocktail bars. Once you get out of the immediate downtown area, drug and homeless encampments tend to become less pronounced. There are some fantastic neighborhoods in San Francisco.

Whenever I have to be downtown, I stay at the Embarcadero now. Either the Hyatt or the Harbor Court. Ferry Building always has good food options and its close enough to everything while avoiding the grossness as you go into SOMA/Union Square.
