I could be wrong but I thought no school can spend over the cap - however, private NIL payments can be made as long as the athlete is providing a real professional service for the compensation that has to be validated by a clearinghouse. So I think yes, $30MM can be spent.

Penn St doesn't have a choice. They signed two players and were behind schools like North Dakota st. Just because you have 30 million doesn't mean you are getting the best portal class.
Iam sure if we spend 20 mil and there are still a couple of kids we are on, more money will appear.
