Planning to take a trip here in either mid to late July. GF likes lighthouses and neither of us want to try to go to Boston/Massachusetts area due to vax requirements.
How is the area?

What are you ultimately wanting to do besides stare at random light houses? I live in NC and go to Kiawah, SC when I go to the beach.

There are 4 or 5 lighthouses there; not sure if you can go up to the light now though.
July is probably the busiest month but anytime between Memorial Day & Labor Day is busy.
It is pretty laid back; mostly houses along the coast and a few hotels. Not like some beaches with a lot of high rise hotels/condos and putt-putts.
Quite a few historical sites (Wright Bros, etc) and small museums.
From Hatteras you can take the Ferry to Ocracoke Island. There is a light house there; that’s where Blackbeard the pirate was killed.
Not sure about vax requirements; I’ve never had anyone in NC ask me if I am vaccinated. Who knows 6 months from now.

A couple of years ago -- the summer when COVID first hit -- we rented an RV on Outdoorsy from a guy in Southport (a few miles from the 2 southernmost NC lighthouses), drove north up to Corolla and the northernmost lighthouse, and slowly made our way back south along the Outer Banks and Crystal Coast. Saw all of the lighthouses (except Old Baldy on Bald Head Island -- you can't take a vehicle there), though none of them was open for climbing at that time and that may still be the case.
We spent a few nights in Rodanthe and had a rental Jeep delivered to the RV park. That was fun to be able to explore that area (down to Hatteras), drive on the beach (permited included with Jeep rental), etc., and not try to haul around in an RV.
We all loved that trip -- even my poor husband who had to hook/unhook the RV more often than he would have liked.

This could be a potential pop the question trip.

NC doesn’t have any vaccine requirements outside of Durham and maybe Asheville at certain restaraunts.
The outer banks are beautiful, but very chill. Don’t expect lots of bars and restaurants.

I certainly don't know them all, but the nicest hotel/resort I've stayed at in the OBX is by far The Sanderling. I know they do weddings there, so they might be able to put together some sort of proposal package for you, if you're interested in that.
