... for another book that isn't Winds of Winter.

Game of Thrones fans will be delighted to learn that George R. R. Martin will soon be releasing another book based around the controversial House Targaryen.
Announced over on the author’s own blog, Game of Thrones: The Rise of the Dragon will be a tome entirely dedicated to the history of the Targaryen Dynasty, naturally tying in with the prequel show House of the Dragon that’s currently in production over at HBO. The book will feature more than 180 new illustrations of the family and its reign, with an in-depth look at some of the lore of Westeros.

At least he has finally finished a series, unless it’s now a trilogy, in that case, nevermind.

At this point he has absolutely no intention of ever finishing ASOIAF and is just trolling his fans.
There really is no other explanation

Tell me someone has written themself into such a corner that they can't figure out a path of escape, without actually using those words.
Well done.

Am I losing my mind, but didn't I already read this book?

He could hand the series to another author but doesn't. Brandon Sanderson could have this all wrapped up by 2025. Unfortunately he himself has admitted he's a poor choice to finish the series because he writes books where the good guys win and doesn't think that's what ASOIAF was building towards.
per an interview some years back.

Even if Sanderson was suited to write it, I wouldn't want him to. In one of his podcasts, he said it will probably take him to his 70s (he's mid 40s now) to get all of his planned Cosmere books done.
There are 6 out of 10 Stormlight Archive books left and he started Book 5 this year. It's been taking him an average 3 years to release. So that's probably 18-20 years for him to finish the main series. I wish he would stop the non Cosmere books, but I know that's one of the ways he keeps from getting burned out is by working on different stories.
So I don't want him to do anything that will delay that any longer. I'm worried that when Hollywood finally gives him what he wants for an adaptation (i.e. overall control) that his schedule will get derailed. He's been working on a Mistborn screenplay already...
