Why do Hawaii and cinci get to play 13 game seasons?

NCAA rule any mainland school that will go to Hawaii can play a 13th game

If you play a road game at Hawaii you can play an extra game if you want to. NCAA rule to offset travel costs as Hawaii was having a hard time to play ooc home games.

I am guessing the NCAA grants Hawaii a 13th game to offeset all of their travel costs throughout the year.
