It’s now legal for Biden to hang onto power however he chooses. If Joe decides to go tit for tat, this election doesn’t really matter.

What are you envisioning? If you mean violence, etc., then that is a whole different thing altogether and isn't really in the cards.
He ceases to be President of the United States on 1/20/25. There is no possible legal route by which he can remain in the office.
Even if there is some whacky 269-269 tie and the House contingent election is not completed by 1/20, Biden still doesn't stay on.

I believe Joe would step aside. He proved that by invalidating 14 million votes to step aside for Kamala.
