Honestly never heard of this term… coworker was watching a video on his IPad explaining it.., it’s basically businesses invest in their competitors… also start businesses just to sell them to compete against them… says WalMart, McDonalds, Apple, Coca-Cola have all secretly did this for years… also claimed the US did this with Russia during the Cold War… interesting topic

Never heard the term, but the activity has been speculated through the IT world..... ie. Norton hires a bunch of people to write viruses and subsequently the detection signatures.
