Just did that 2 years ago.. specifically looked for a small 2 seat pickup.... found a '07 v6 Ranger. Insurance wasn't cheap but has gotten better.
Perfect for school and work, but avoids the typical kid thing with cramming 6 kids into a little car just so 6 kids are hurt if something happens.
But, the deal is he covers 2/3 of insurance and all maintenance costs (all of which he's learning to do on his own).

DOJ doesn't make or repeal laws...... so this 'letter' means jack shite. While they *might* not prosecute you, they cannot compel USPS to abide by their strongly worded letter....that aside, the next AG can come along and reverse course.
