Why is college gameday not in front of fans?

Is this a rain thing or was it always planned to be like this?
As far as I know, rain has never stopped them from having a normal show before when I’ve watched in the past. Curious if this was a last minute change due to weather or if there just isn’t a pregame atmosphere there.
Or is it the rose bowl not wanting their rose parade cannibalized?

Pretty sure they are always at the Rose Bowl and never with fans.
