The police chief needs to be the mayor. He actually showed leadership and acted like a responsible man.

Just look at his past rhetoric.
His body language is all play acting because he knows the slow burn of what's coming. It isn't an action movie or drama series. It's going to be an unending litany of investigators who know their shite and lawyers who don't for years up in everybody's asses.
He is the guy who will break and rat. That play acting is his signal he's looking for a rat line.
