National Guard and Supreme Court ruling?

Does the supreme court decision now mean that the national guard can no longer be used to protect against unlawful rioting and obstruction. Seems this role has been established in the past under both Republican and Democratic administrations. So why is it not now sanctioned? National guard is mostly federally funded. I do not understand the court ruling?.

It means the "Marines" can and the NG can not until the "Marines" are authorized.
