It’s closed to new entries (except Miami and Indiana) but people already in the portal can still commit.

You won't see a whole lot from Indiana, many of their players are Seniors and out of eligibility.

Miami has two 5* sophomore DTs (Blount and Scott), but I’m sure they’d fight hard to retain either since they’re losing some upperclassmen at DT.
