Why an odd number like $420?

because there is a limit to what the award can be valued at. let's say that limit is $500 and the watches cost $80, well then that leaves $420

from the article linked in the OP:

The NCAA permits bowls to provide each player with up to $500 worth of gifts to be awarded at the bowl site.

Okay. I think I'd just rather a $500 gift card.

According to NCAA rules the bowls are only allowed to offer a gift totaling $500.00 so the watch must be $80.00 and they get the rest in a gift card.

You can't tell me all of this is less than $500, unless they are picking from the suite of gifts. I wonder how big that flat-screen TV is.

The schools can chip in up to another $300 as well. These players can get about $800 worth of merchandise in total.
