Assuming Top Kill works..When does the cleanup start?

Who leads the cleanup effort? Is there a plan is place?

Should have been started already. Coast Gaurd is dropping the ball BIG TIME.. BP, CG, National Gaurd, private firms, all should be started on this.

Army National Guard has been doing a lot of it, so has Wildlife and Fisheries., BTNEP, and various other agencies and firms. However, BP needs to step up and hire a lot more people and open up many of the closed wildlife management area camps and marine labs that have been closed because of budget cuts. So far BP has refused to open up the camps and marine labs.
Many people want to help with cleanup and lodging is limited.

+1000, I do not see why more hasn't been done in terms of cleanup. It's as if everyone said...F it, the leak hasn't been shut off yet, no need to fully dive into cleanup until it is closed up.

Cleanup has started in places, but it's not very good for morale whenever you clean an area and it is re-oiled with the next incoming tide. There are weeks and weeks of new oiling out there in the water. Cleanup is going to be a long process, not to mention all the booming that's going that's going to be scattered about the coastline for years to come.
And, really, oil didn't start making landfall until a little over a week ago.
