The Federal Government provides Flood Insurance. If you live near a river and don't carry it, you live there at your own risk. If you flood, its your problem and the Federal Gov't should not give you assistance. It would defeat the purpose of flood insurance.
That being said, the Corps and Feds are providing support and engineering to the states to attempt to make decisions to combat flooding locally.
