Norris was a striker. Seagal a joint lock/grappler and VD a fraud. Lee was just too small physically to handle Chuck regardless of his speed and skill.
Assuming they are all in their prime and aware of each other's capabilities, I say Chuck stays out of Seagals reach and avoids getting locked up while pummeling him into submission.
