I wonder if they mean just no fans in the stadium for the closed door rule. The same article quoted them saying it's important for the people for it to return, so it would be counterintuitive not to have it televised.

Team Dortmund here. This league is getting my fandom solely because they were the first meaningful one to stand up to the madness and get things back underway. Also, they’ll have to broadcast them or else no one would give a shite. That’s the sole purpose of sports...to entertain.
