when to invest

I know it is impossible to predict a bottom, but at what point would it be best to start investing. I have about 3500 that I would like to invest and another 6000 I plan on keeping in a 3% apy savings. I only want to invest in DIA or SPY at this point, but is this the level (>10,500) to start or should I wait until it drops further and leave all of the money in the savings account? What is everyone's opinion?

Keep your money where it is. GDP is gonna slow big time, consumer spending will keep going down the drain, and housing prices are still way overinflated.
