Couldn't Trump have Soros arrested for his organized riots once in office...and then extradited to Russia. Trump and Soros could fly over for his first meeting with Putin. Could be a nice ice breaker between Trump and Putin. Not sure...but would be funny.

Bring in the barbed wire, make the area they're in a large jail cell, bring in the booking techs and charge them all with criminal trespass and obstruction. Hold them there, guarded of course, until the judge can come over and see them and give them their fines.
