Yes it is,but by using tariffs,to help off-set,or even subsidize the manufacture of some things here,and bring about cost equalization.
The choice to buy U.S. made becomes much easier.
The U.S. hamstrings ourselves in many ways,that other countries don't do to themselves.

One big reason we stopped doing this because quality in the US went to crap in the 70's. Giving consumers choices forced manufacturers to clean up their act.
Limiting US companies' flexibility as to where they source material from, or where they locate facilities significantly hampers their ability to compete globally. In addition, it limits innovation and consumer choices.
