I am in a dynasty league with 12 teams and 3 QB spots.
In the rookie/FA redraft, he was the last QB chosen.

There’s really no reason to draft a backup QB in a 10 team, non-super flex league

Without Saints homers, he has absolutely no business being drafted in a 1 QB league

I usually agree with you, and I am in a 12-team so also a little different (maybe).
My thought process is stash a QB who could be putting up top 5-10 numbers later in the season and use them as a bargaining chip for a “missing piece” for a playoff run.
Winston, Fields, Lance are all guys going really late or undrafted that I wouldn’t mind finding a stash spot for. If Winston goes off and you have two top-10 QB, you can look to trade to the owner of Dak, Lamar, Murray, etc. when somebody goes down or the owner of Brady if/when he finally hits that wall atleast for fantasy production.
Edit: I’m always one of the last to draft a QB in my leagues anyway. Winston or the other guys could just straight up out perform Stafford, Tannehill, Brady, Hurts also…

Took him last pick 15th round in 12 team redraft.

I think it's the short leash he'll have.
More people would rather take a shot with Fields or Lance who have that rushing ability & will eventually cement themselves as the starter.
I'd maybe take him in a 14-team league where interceptions aren't deducted

He's more likely a bottom 5 QB than a top 10 guy.

I understand your process, I myself drafted Trey Lance in the last round of my league to stash, but take off your homer glasses for a second. It is very unlikely Winston gets drafted or picked off the waivers in the first 3-4 weeks of the season. If you really like him for a second half run you could’ve drafted another flyer and then dropped someone who isn’t performing in week 3-4 and picked him up. Then if he actually sucks you don’t have to and lose nothing.
Basically he’s not worth a draft pick, if you really want him you can get him on waivers in a few weeks
