It means that you won't be allowed to pick up any players off waivers. Have you ever had a player in your IR slot that was no longer designated as out? It would be just like that.

It says you can't make any "roster changes". I take that to mean literally any change. So if you have someone on bye, or injured, or just want to make a sub, you can't.

I am also the commissioner and picked up hill last week. I’ll move him to my bench and see what happens.

It's not showing me anything on the app unless I try to change my roster next week then I get a pop up saying that there are too many players in my flex spot.

Yeah only on the website.
