I'm guessing the penalty stopped the clock, but declining it would've kept it running. I swear this shite never happens to my opponents players

I didn't see the play. If it stoped the clock then it's a free time out, or if the catch wasn't enough for the first, the illegal contact gives an automatic 1st down.
