Who to start - RB/WR

Stuck with a hard who took start this week, need to fill 2 WR and 1 RB/WR slot in a non-ppr league.
M. Thomas vs TB
T. Higgins @ DAL
J. Dobbins vs MIA
J. Waddle @ BAL
D. Singletary vs TEN
S. Diggs vs TEN
D. Moore @ NYG

Well you really have 1 WR and 1 WR/RB to fill. Diggs is a must start every week and shouldn't be lumped in with the others.
That said, I'd go Higgins and Waddle (assuming Higgins is cleared. Singletary if he's not).

I like Diggs, Thomas, and Waddle.
Dobbins is probably out, Higgins off a concussion, Singletary doesn’t seem like he’ll get many goal line carries (feels like my most probable miss), and Baker seemed to target Anderson more than DJ last year.
That said, I think Singletary/Moore have an opportunity to top Thomas or Waddle. That’s a tough decision.
