Julio will have a hard time being anything but ordinary as long as Ryan is the QB and Sarkisian is the OC.

His snap rate is ridiculous as well. Is there another pro-bowl caliber receiver in the league that plays as few snaps as he does?

Because he sits out every other fricking play. After any catch, some blocking plays, any attempt at a catch, any contact, any fall to the ground...
ETA - and most incredibly, anytime they are in a situation where you know you might want to throw to your best player. That'd be Sanu I guess
