That's pretty common in Europe. Both Lidl and Aldi originated in Germany. It's just to get you to return the cart and then get your quarter back. Aldi does this, Lidle does not. Since I am only buying a few things at a time at Aldi, I just take a bag in and never get a cart.

In Germany Aldi and Lidl are your only choices for a "grocery store" unless you live in a place big enough to have a "mein real".
Then again Germans still get most things from actual bakeries, meat markets, produce markets, etc. The grocery stores are just for canned and packaged goods.
Not sure where the dwarves shop in Germany though. Didn't run across any of those.

Follow up:
Went today and it was maybe the most bizarre grocery experience of my life.
Just the layout of the store was weird. The demographic made everything feel cheaper.
Contemplated getting some chicken breasts but it was like 10 of them for like $2.79. I can’t imagine they were good.
One register open and literally no other employees seen in the store. Just weird.
I may have gone with the wrong intentions as I needed to do a regular grocery haul. Will possibly try again for smaller items.
But today was a wild experience

It looks like you're describing how it was when I first moved here in 1988. I live in a town of around 30,000 and it's changed considerably since I got here. But even then we had Norma, Gubi, Penny, and a couple of others I can't remember. Now we have Aldi, Rewe, Edeka, Lidl, Netto, Kaufland, and the organic grocery stores Landsmann and Alnatura. Edeka and Rewe are the upscale supermarkets; the others are on different scales of "thrift supermarkets", with Netto being on the bottom. That's where the poors, the dweebs, the alcoholics, and the weirdos go. I have run into a dwarf, but it was in this wild bar in Berlin, so that's another story.
Fortunately we live in the city center, so I can do most shopping on foot. I've been buying produce from the same family for 30 years. There are 3 bakeries within 5 minutes of here, but unfortunately my favorite butcher moved to a new location on the edge of town, so I have to go to another one down the street.
As for Aldi, it is what it is, and it's great for what it is.

You either get it or you don't. There are not a million choices of the same item - usually just one. No need to choose between Green Giant, Libby's, Van Camp, etc on your can goods. No need to choose between different frozen pizza, etc. But they generally have everything I need. I am not looking for exotic spices or gourmet products. They do carry some local brands and national brands on select items. And for the most part, other than one or two exceptions, their store branded items are very good. And I am not going to bitch about paying 12¢ for a bag if I need it. You are more than welcome to bring your own or just grab a box off a shelf if you need. It is a grocery store selling everyday items and doing a damned good job of it. Prices can't be beat. And until you try and it and accept this premise you will not get it.

Ya, I miss that. I lived right on the Marktplatz in the town I lived in. Backerei out my front door, produce stands around the corner, and a Metzgerei around the other corner.
Oh, and a Strassenbahn stop out the front door as well. Great for getting hammered in the Altstadt and not having to worry about driving back home.
Totally forgot about Penny though. We had one of those as well. Not big enough for a Kaufmarkt or Rewe.

Yep, Happy Farms sliced cheese is good stuff. English Muffins are great for $1.50.
