No freakin way. I'm in the food biz and order Thigh meat for Jambalaya, and Chicken breast for other entrees.
Bone in, or boneless/skinless, Breast is more expensive than thigh EVERY time.
I'm staring at the invoices right now, and I've got a DAMN good rep.

don't know about sam's, but i checked the current prices at wal-marks here. i just checked sanderson farms products since they offered all of these varieties, and were located together. i buy my poultry and meats from a locally owned grocery store, and can usually get most of these items cheaper, but the ranges are similar.
boneless/skinless:
breasts $3.33/lb
thighs $2.54/lb
bone-in:
breasts $1.79/lb
thighs $1.01/lb
leg quarters $.74/lb
*no breast quarters available
