Why do they owe it to you? Simply exercise your freedom of choice to either purchase or not. But owed? You're not owed anything.

It's both an expansion & update for those who don't buy the expansion. Everything on that roadmap posted earlier in Patch 2.0 will be available to all players. So you can test out the new systems before purchasing if you're hesitant. This was confirmed by the Live Team Game Director Chris Barrett:

I've been playing games made by developers that like to put out complete projects. I guess I forgot that's now how Bungie rolls anymore.

That's not how hardly anyone rolls anymore. Nearly every game you purchase has a day 1 patch. The pc market is dominated by early access (in some case alpha builds) games. What a silly principle to stand on.

Tractor Cannon's so much fun with void modifier on (Nova Bomb inc). And it saves your arse if a mob sneaks up since it's blackout.
