It does for a new card. I'm still kind of laughing that you can buy used cards and still greatly outperform the new cards to some extent.

I might be buying 6 1080s plus other goodies for $1300 next week
The used market is insanely good right now
Video cards are bottoming out, ram is bottoming out, SSDs are bottoming even for new stuff, it's a great time to be a PC builder

That's insanely cheap. My 1080 is holding great and I can't find much use for a higher card for my purposes.
I got a lottery win on mine though. I got the EVGA FTW DT (detuned) and chanced the OC on it. Got 2058Mhz (~ +160) and +450 on the memory. Memory and core could have went higher but didn't want bleeding edge before crashing to save time later tuning it.
my 8700k I went straight to 5Ghz and called it a day.

Ended up with a 590 - a little more expensive but it came with a $150 game credit at new egg - once I get more familiar with this stuff we can dable in the used market. Got a great deal on a 27” Dell monitor through work same specs as the one recommended earlier but the 27”. He should be good to get started will eventually need to upgrade his keyboard and mouse but he can get started.
