Definitely a ready golf player here…
Emphasize the ready golf aspect. Be thinking about your shot as you walk up to it. WALK WITH PACE! (You can find video of PGA guys motoring between a shots). Be preparing for your shot as you walk up to the ball… get the range finder out, put on or take off your glove, check the wind, etc.
Honestly, call him out and point out the issue of his group being 4 holes behind basically because of him.

My 8th grade daughter plays on her HS team and when she first started she was uber slow.. Mainly b/c she was overthinkining every shot and not overly confident.. I was finally able to break her of it by taking her to play with my normal group at courses that are typically busy requiring you to keep a good pace.. Once it sunk in that she didn't like other groups breathing down her neck constantly she actually started shooting a bit better getting into the mindset of playing ready golf.. You just gotta find out what he'll respond the best b/c honestly each kids personality is different.
So I know this thread is chock full of the same ready golf phrase.. Its just the approach you gotta figure out.. Certainly make him aware, but don't make the kid miserable at the same time.. You know your kid the best and what he'll respond to.. Just figure out how to correlate that into his golf game...

Update: He played another match yesterday and stayed caught up with the group in front of him. This time they were playing 4 per group, which I'm sure helped. We asked him what he did differently to play faster and he said "I didn't really do anything different other than walk faster. Well I did shoot a lot better which helped".
