If you want to be a scratch golfer then all the shots matter but for most of us getting off the tee in great shape is the most important thing to set up a hole for par or birdie. the second shot is the biggest improvement for the mid to high handicapper because mastery of this eliminates a lot of shots around the green.
Given that I would focus the most on my driver and the irons I expected to be hitting into the green for where I play. To me wedges become a subject once you have your game to consistent level and you are trying to make the next step.
