They list everyone that has been invited to play. Those that have already declined the invitation won’t be listed. This only confirms that Tiger hasn’t yet informed the tournament that he won’t play.

He hasn’t informed them on playing yet. It’s not like other tournaments as they do not use alternates. He 100% is not playing.
