Rattlehead: I have the toughest time keeping the picture "clear" when resizing (and trying to keep it under 30 kb obviously). Suggestions/tips?

Here is some good info and links to tools: LINK
It really depends on the range of colors and detail in your image. Blur, posterization and other filters are cutting down those two elements so you don't have to compress as much to get under 30k. Hope that helps. Hit me back if you have any other questions.
