Round green cover?? Sprinklers maybe?

I don't know how to post photos otherwise I'd post some but there is a green round plastic cover, like a miniature manhole cover on the side of my rear porch concrete slab - maybe 8 to 10 inches in diameter that I need to know some info about. It's always been dry in there. I usually pop the cover off and spray insecticide in there when I'm doing my monthly outside bug spraying. There are what look like AC 110 volt looking wires in there. Last few days that hole has been full of water but I figured it's because of the rain. Now that the rain has subsided I noticed that there is still water coming from that manhole cover. Normally I'd suck out the water and find the source of the leak and fix it but I'm spooked by those 110 looking wires submerged in the water. I'm married but things aren't so bad that I'm looking for a way to check out so I'm a bit hesitant to stick my hands in there in case live voltage is running loose. I can fix just about anything but water mixed with electricity is something I have no experience with.
Yes I do have automated sprinklers. There is an in ground pool 10 feet away but that thing was there before the pool was built 2 years ago.
If anyone can offer some insight I'd sure appreciate it before I call a sprinkler repair company.

Sprinkler valve. Wires are probably 24vac and only hot when zone is on. Maybe master valve is leaking and also that one. Hard telling how system is designed.
Those covers/boxes are universal so technically could be anything, but you are exactly describing a sprinkler valve.
That would also be a severe code violation for any dangerous voltage.
