Seems like the word contract is used very loosely. This is merely an agreement of services.
Or at least that’s how I am interpreting it since that’s the whole issue with NIL.
As long as he returns the money given to him from the contract what can they do

This is a Rev Share contract, not a 3rd party NIL deal. This isn’t him backing out of a contract with Gordon McKernan, it’s him backing out of a contract with the school.
Wisconsin already tried to prevent a player from transferring based on a 2 year Rev share deal. They lost. The tampering allegations are still going through the courts.
The whole point of the current system is “you can’t force kids to play for you”. It’s stupid, but this is what the people who pushed for unrestricted transfers wanted. You reap what you sow.

Why didn’t they sue DeBoer and force him to finish out his “contract” when he left for Bama?

If they somehow have found a loophole, which I doubt they have, then it everyone will be able to do likewise. Sounds great..

The loophole is these agreements aren’t legally enforceable. The player can leave when he wants to whether he gets in the portal or transfers like a traditional student would.

Was it a rev share deal? I know that lawsuit was filed in June and rev share didn’t go into effect until July.

Because he likely paid a buyout and followed the terms of his contract.

Yes, and that’s why they couldn’t even get damages back. Williams will likely have a financial penalty he owes, but there’s nothing enforceable that Washington can use to force him to stay.

And what’s to stop him from saying “hey fellas I am returning my portion of the rev share, thanks and has a nice day”
I have no idea. It depends on the contract language. Remember, LSU just made Charlie Weis sign a contract saying that if he left for another school, he would have to pay 3x his salary back to LSU even though LSU hadn’t actually paid him anything yet.

There is no coaching transfer portal that schools are required to allow them to enter.
Players have WAY more protections and freedom than coaches at this point.

The players are not considered employees of the university

I think that’s different because CWJ is actually an employee while Demond is merely a college student that plays football.
But I hear what you’re saying could be some special wording in there that makes him pay a portion of the contract back or something like that.

That’s the point I was trying to make. I don’t think Washington is actually going to try to make him stay. That relationship is likely over.

I never said they were.

So how can they enforce any damages for a guy who has likely not received a dime of his revenue share and is not an employee of the university?

Well I don’t know if he’s received anything. I wouldn’t be surprised if he got a payment after signing though. But a contract is still a contract and it depends on how the language is written. If a celebrity signs a brand deal and then doesn’t fulfill their obligations that brand can go after them and there will likely be some sort of penalty even though they technically aren’t an employee.
I’m not saying for sure that that’s the case with Williams, I have no clue. I just think it might not be as easy as him saying “I’m going to LSU and there’s nothing y’all can do about it”

Basically every ruling from the courts have said this is the case.
I don’t love it but that’s the state of CFB

They most likely can’t prove any damages and he’ll probably have to make them whole.

I get what you’re saying and don’t totally disagree, but with all of this being no new, it wouldn’t surprise me if schools are learning from past mistakes of other schools and adjusting contracts/language to not get burned. Again, I have no clue, and I’m not claiming to know. We’ll find out soon enough.
Also I can’t remember who said it, but earlier this week some said something to the effect of the NCAA still wins 2/3 of lawsuits against them.
