It will if it is a one loss Florida and a one loss Alabama team.

For LSU to make a BCS bowl game without going to the SEC championship game, the following must happen:

LSU wins out
Florida wins the SEC
UGA loses one more game to either KY, Ga Tech, or Auburn

That leaves LSU and Bama both at 10-2 with LSU winning over them. If UGA does not lose another game, they would be picked over us.

Probably not, with the Big 12 South the way it is and with Utah/Boise hanging around at #8/9.

But how many times since the Oklahoma fiasco has the loser of a conference championship game made a BCS bowl as an at-large? I've never seen the loser of the SECCG go anywhere better than the CapitalOne Bowl.

Exactly....
If a 1-loss Texas or OU doesn't make it to the Big 12 CG, they will be an at-large. And a 2-loss SEC team not in Atlanta makes it in over a 2-loss loser of the SECCG. The ONLY scenario I could see would be if Alabama is undefeated headed into Atlanta and loses to Florida.
BTW, when Arkansas lost the SECCG it fell all the way to the Music City Bowl .
