Incorrect.
The Capital One is bound to picking either the team with the best record after the BCS, or a team with one more loss than the best record.
After that, the Outback/Cotton gets their picks. They are bound to East/West divsion teams for their first picks (although they can wait and take a team from the other division after the bowl that division is tied to takes their pick.)
The Peach then makes their pick with no restrictions.
The Liberty and Music City Bowls is done with no specific order, but in consultations with the SEC office. The two submit lists of teams they would like in order of preference, and they work from there.
Independence gets the eighth pick with no restrictions.
Shitty Pizza Bowl gets the ninth pick with no restrictions.
