They most likely aren't actually planning an extra flight. These pilots are flying that day anyway and are simply assigned that particular task to accomplish for their flight.
It's not like they aren't doing anything that day.

It's used for practice, which they have to do anyway. Also a recruiting tool.

His flight path was interesting and looked cool.

How about most flyovers are already allocated as "proficiency sorties"(or weekend cross country) and the DoD was going to spend the money to fly the jets anyway. Only difference is instead of a practice approach, low level, or whatever; the pilots are practicing hitting a TOT in front of the taxpayers @ TS. You don't know what you're talking about.

I could be several different options. If AF using it as a R/R or training then it’s no cost. If LSU requests it there may be some cost.
