I wouldn't want somebody who underwent brain surgery to be flying my plane, either.

The tumor removal at least partly explains his poor decision making skills and higher order executive functioning limitations..

I agree. My uncle who had a brain lesion removed had to retire as a control room operator. After the surgery, his concentration and decision making were so diminished he could no longer perform at the level needed to do the job he loved.
Any doctors on here?
