I just thought it was contradictory that he's predicting heisman stats for shep, yet the offense is going to suck again?

You keep bringing up this point and the answer is obvious. It's because the younger guy had already surpassed him inspite of the fact that he was younger. It doesn't meant that the younger guy is ready to play, or that he wouldn't be much better with more experience...just that he was better than the other current option.
And, given that experience is so important, the coaching staff had to choose one of the guys to invest in. The staff chose Jefferson.
