Every major football program has an S&C program that's about equal to all the others. It's not rocket science.
And the reason Bama players looked like monsters wasn't because of S&C, it was because Saban recruited the biggest, strongest, best athletes in the nation. Hell, I could've been Bama's S&C coach and those guys would still look like monsters.... because they just genetically are.

While it is certainly true that Bama was recruiting linemen at the highest level, this is an overstatement. There are plenty of 5*s at other schools that didn't become what Bama's 4*s became. In fact, the current LSU lineman are 4 & 5*s and they are getting pushed around routinely, and not only because of bad techniques.
(This should not be considered an endorsement of hiring Cochran. Just an observation.)
