Also, if a Democrat takes office in 3 years the government's stance towards Venezuela could change dramatically. Big oil needs 100% guarantees from the U.S. government before they deep dive billions there. After all, they are doing just fine right now and oil is less than $60 per barrel.

How many times were ships seized from Argentina? Are you saying there was a something like blockade?
The summary I read said Singer seized one ship in Gahna, but due to international pressure it was released. Later, Argentina voluntarily paid off the bonds.

That is the current short term risk. I was thinking the same. The liberals could give it back like Carter did the Panama canal. Or let a dictator return.
Trump should use Venezuela oil as a way to protect the US so called places like in Alaska were the environmentalists want to protect. He could use this as a way to look like he is environmentally friendly. His argument could be - Why drill in protected areas now that we got Venezuela oil. That would be slick.
