I guess we just have different interpretations of "forcible contact". The original shot to the chest was brutal the rest of was just his arm sliding up Brees' body while he fell down.
The only thing Brooks could have possibly done is try and swing his arm backward but then it would have looked even worse like he intentionally clubbed him with his arm rather than trying to make a legit tackle.

So the bicep didn't hit the neck on the original hit?

How I've heard it is Brooks hits him clean in the chest, and Brees just slid down into his arm. That sneaky Brees.

I suppose. But the NFL guy states that it was in fact forcible. FWIW you can see Brooks upper arm (the part that hits Brees highest) deform like crazy from the contact in that gif of the initial hit, so it would appear that there was in fact legit impact there and it wasn't just along for the ride.
I hate a lot of the rule changes as well. I just don't get why with all the personal foul calls that occur week in and week out THIS is the one that has been scrutinized ad nauseam. There have been plenty of calls WAAAAY more ticky tack than this that get flagged, fined, the whole 9 yards. I'm not sure if its because a lot of the former defensive players like the way the niners play (less and less teams built around powerful D), anti Brees sentiment, anti Payton sentiment, lot of bandwagon 9ers fans or what.
