The correct spelling here is "plumb". The saying is "plumb dumb". I have known a lot of smart people who had no common sense (or lacked wisdom). If one lacks common sense, he/she is "plumb dumb"--that is, if you tried to measure it with a plumb (one of those tools suspended by a string), it would hang at 90 degrees to the ground. Then you could say "plain up-and-down dumb"--many people with college degrees, as well as professors, lack common sense--sort of like Walter on "Scorpion": He can be "plumb dumb" at times. This can also apply to some Pro Football players (like happened this past Saturday night).
