Why would there be outrage directed at Urban if he appropriately reported it like some of y’all are claiming?

For starters, because he's Urban Meyer.

Also, people don't care. Just look at how Peej is reacting. I understand he's bottom of the barrel, but he certainly isn't alone.

And that's without getting to the dirtbags in the media who care about nothing but eyeballs and clicks.

There is no outrage if Urban doesn’t lie to the press and subsequently get placed on leave. It smells like a cover up and while it’s true that some members of the media are using this to grandstand, they’re correct. This is a disaster of Urban’s own making.

All Urban had to do is say he reported, and even if he failed to do so due to some sort of brain fart like he claimed (I don’t believe this), then he AND the university simply needed to follow up and say “Urban was mistaken, the incident was reported in 2015 and everyone did what they were supposed to. The restraining order violation was the last straw, we fired Smith, Urban misspoke and that’s where we are today. On to fall camp”. No paid leave or investigations needed.

My emphasis above on the word “and” is critical here because if this incident was handled the way Urban claims, then he and the university should be on the same page right? But the fact that there’s an investigation going on coupled with the fact that only Urban is claiming that the incident was reported leads me to believe that they’re not on the same page with respect to what was and was not reported. So again, either Urban is lying, the university is being deceptive, or the university screwed up and did nothing with the info that Urban allegedly gave them.

There absolutely is still outrage no matter what. People love to hate Urban, and it doesn't take much to trip their fragile emotions.

Sure there would be a small segment of sky screamers calling for his head, but this wouldn’t be close to the story that it is if everyone was on message and the message was “In 2015, Urban reported it, we investigated is and decided to give Smith one more chance”.

The only argument in that instance is that it was probably poor judgement to keep him after 2015. That’s not even in the same galaxy as what we have today, which is the appearance of one of the best coaches in CFB and his entire staff enabling a wife beater.

If we’re to believe that the incident was reported, then it means that Urban and OSU practically went out of their way to make this situation much worse.

Astute observation, even if Urban is cleared regarding his legal and contractual reporting obligation, the specter still remains that he retained someone with an established DV allegation history on his staff for 3 more years subsequently, now the possibility remains that there may be mitigating circumstances regarding that decision but the act of simply retaining Smith for that long could rise to the level of violating Meyer’s morals/reputation clause in his contract, OSU could fire him for cause and get away with it. Now I wouldn’t because the season’s so close to starting, the OSU brand is big enough to survive a scandal like this which isn’t the level of Baylor and Penn State let’s be honest, and Urban Meyer represents winning and contending for championships, we really think OSU’s gonna risk losing to Michigan and the Big 10 when Meyer honored his Title IX reporting obligation where the legal consequence to both OSU and him is way way worse than public opinion, winning cures all in big-time football that’s just fact OSU competes for a natty this will be a footnote for the football program.
