Should just send top two from each group for a total of 24.
Top 8 group winners in terms of goal differential get a bye to the round of 16. It would encourage the team leading the group to continue playing hard in that third and final group stage game.

I only watch WC and Olympics soccer. I know nothing about the sport basically. How many games do we have to win in order to win the gold ball?
