maybe so - but Windu's force ability ot talent was to use the sith's powers, redirect it back at them - so in a sense - he was the truest Anti Sith there was - ands could have, in fact, killed palpatine.

it took Anakin cutting his hands off to defeat him.

but yes, it was by design.

my greatest Gripe abou tthe origional trilogy was them killing Maul so fast - he took 2 Jedi Knights to the limit, killed 1 - and got punked at the end.
