I just rewatched the first episode
Ted says "I never would have met your mother if it hadn't have been for the last wedding I thought I would ever be at."
So it doesn't necessarily mean that they meet at the wedding, but the wedding is why they meet. My 2¢ anyway

On the episode where he went to his Dad's house for dinner, they showed him a picture and said "this is your sister, she goes to college." So, it would actually be his half-sister, but, you get my meaning.

So I came across this article. Apparently the Ted not only runs into Victoria this season, he finally meets up with the slutty pumpkin again. I guess this season is all about Ted coming across his former crushes and the like.
