The theory I have heard is that the reason Goten went SSJ so fast is because Goku was a FPSSJ when he tapped that arse. So, naturally Goten was born quite a bit more powerful than Goku, Gohan, and Vegeta.
And it took Trunks a year longer than Goten to become a SSJ because Vegeta, while still incredibly powerful, wasn't a SSJ yet.

that explanation doesn't explain why Goku's power level was so damn low compared to other saiyans when he was born considering Bardock was the second strongest Saiyan at the time. Or why Broly, who was born with a power level of 10,000 was born to some weasely guy.

Bardock's power skyrocketed after Goku was born. It wasn't over 10,000 until right before he fought Dedoria.
And Broly was the Legendary SSJ, so that might explain that.
Remember, trying to connect the movies to the regular series is damn near impossible and usually you should just disregard the movies when it comes to certain aspects of the series.

It's so true as well.
One of the most obvious mistakes in a movie is in Cooler's Revenge. It obviously takes place during the 10 days before the Cell Games. It has to be right after the hyperbolic time-chamber, because Dende is guardian of Earth. Yet, Gohan and Goku are not in their Full-Power SSJ forms and Gohan still has his long hair.

I cannot wait for the TFS versions of all the movies

I also recommend Episode of Bardock. It isn't done by Akira Toriyama, but the illustrator/story writer has his support. It's only in Japanese, but the movie actually ties the Bardock-Frieza story together very nicely. It also explains how Frieza knows about the Super Saiyans.

Did not explain how Frieza knew about the Super Saiyan. Turns out, instead of Frieza's blast killing Bardock, it sent him back in time where he faced Frieza's ancestor. Bardock turned into a Super Saiyan and Frieza's ancestor was the one who warned Frieza's family to watch out for the Super Saiyan. It's actually pretty good and ties in with the series quite nicely.
