If so, and Cohen is holding out...they couldn't film that part and just have to write around it in hopes that she gets back on board.

That’s good thinking, but they already made some announcements about both these things that go against what you said.
I think they thought the Rick leaving stuff was a big enough event, that they could just slow burn the new group and new zombie threat to hold up the rest of the first half of the season.

It’s already been announced that she isn’t in any more episodes this season. I have no idea how they will deal with the second half flashbacks. That’s a pretty big story to tell without having access to a main component of that story.
